Moscow's Envoy Kirill Dmitriev: Putin Propagandist or Key to Peace with Ukraine?

Kirill Dmitriev represents a distinct category of Russian diplomat.

At 50 he is relatively young and possesses a thorough comprehension of the US, having studied and been employed there for multiple years.

He is additionally a man of commerce, as director of the Russian Direct Investment Fund, and forms a good fit with his equivalent in the US government, special envoy Steve Witkoff.

Peace Plan Negotiations

Dmitriev now has been placed under the scrutiny over a ceasefire framework that came to light after he spent three days with Witkoff in Miami.

His staff has refused to comment its proposals, which resemble a Kremlin agenda, requiring Ukraine to cede territory under its control and reduce the size of its armed forces.

Putin's special envoy understands modern Ukraine more thoroughly than the majority in Moscow.

He was brought up in Ukraine, and a friend asserts that as a youth Dmitriev participated in freedom rallies in Kyiv before the dissolution of the Soviet Union.

He has been a consistent participant of bilateral diplomatic projects largely since the start of Trump's renewed term - and Steve Witkoff has been a frequent contact.

"We are confident we are on the road to settlement, and as peacemakers we need to achieve it," Dmitriev declared during a meeting in Saudi Arabia in late October.

The pair seem to have first crossed paths in last February when Putin's representative contributed significantly in achieving the liberation of an US educator from a Moscow prison.

"There's a person from Russia, his name is Kirill, and he had significant participation with this. He was important. He was an key communicator linking the respective positions," Witkoff told reporters.

Days later, when American and Moscow officials convened in Saudi Arabia, in effect establishing an conclusion to Russia's global ostracization in the Western nations, Dmitriev took part in discussions on trade partnerships and Witkoff was in attendance also.

Controversies

Dmitriev's unmediated contact to American leadership has sometimes backfired.

Witkoff may appreciate him, but in 2022 during Joe Biden's administration, the American financial authorities called him a "recognized Kremlin associate" and established restrictions on the Russian Direct Investment Fund (RDIF) which he has managed since 2011.

"While formally a national financial institution, RDIF is widely considered as a discretionary account for President Vladimir Putin and is symbolic of Russia's more extensive kleptocracy," it declared.

Dmitriev's perspective to the Biden years is pretty clear: under Biden there was no attempt to appreciate the Russian position, he contends, while Trump's staff stopped World War Three.

Private Affairs

It is reported that Dmitriev has amassed a property portfolio with his wife, TV presenter Natalia Popova.

Popova is a contact and coworker of Vladimir Putin's child, Katerina Tikhonova - and vice president of Tikhonova's tech firm Innopraktika.

Dmitriev is also widely seen as within Tikhonova's circle.

His rise to the top in Moscow is a marked contrast from his childhood in Kyiv, as the offspring of two researchers.

Dmitriev's father is a well known cellular researcher in Ukraine and his female guardian a DNA specialist.

That scientific background may have affected his decision to employ his Russian sovereign wealth fund to finance Russia's Covid vaccine Sputnik V.

Early Years

Dmitriev is thought to have first met Russia's established head of state at the commencement of his leadership in 2000, but he has occasionally diverged with his opinions.

While Putin considered the dissolution of the Soviet Union as the "biggest international upheaval of the modern era", a friend asserts Dmitriev joined an anti-Soviet student protest in Kyiv at the age of 15.
